I'm not really sure what the problem might be but I'll give you a few thoughts. Although not specified, the eggs should be large. The mixture should come to a simmer so the heat should be high enough for that but not high enough to burn the eggs and milk. Try a medium low heat if low does not seem to cook the mixture. When chilled the mixture should thicken quite a bit. If all else fails try adding a tablespoon of cornstarch or 2 tablespoons of flour before cooking.
